do you mean 15k armor? then you need to do Befriending the Kurzicks by gaining 10,000 Kurzick faction, followed by "Defenders of the Forest" to do Eternal Grove and get to the 15k armor town - Vasburg Armory

for 1.5k armor, you should follow the quest/mission line that was outlined in your previous Q&A post. the 1.5k armor is at House zu Heltzer.

Don't forget to bleach your skin. That'll help you fit right in.
